Colorado READ Act Statewide Evaluation (2025)
​Role: Independent Evaluator / Methodology Consultant
I provided deep insight into Colorado’s early education funding system and advised on methodology design for RTI International’s proposal to serve as the state’s independent evaluator of the READ Act. My contributions supported the development of strategies to analyze per-pupil funding, Early Literacy Grants, and growth-to-standard models while ensuring rigorous, actionable evaluation methods.
Bright Spot Analysis & Program Impact Evaluation (2018–2019)

Role: Director of Assessment, Lead Researcher
Led a two-year mixed-methods study to identify classrooms demonstrating exceptional academic growth in ELA and mathematics across 60 schools. Using nested logistic regression models and NVivo-coded focus groups, the study highlighted “bright spots” of instructional excellence and informed replication of successful practices across the district.Quasi-Experimental Evaluation of Elementary
Quasi-Experimental Evaluation of Elementary Math Tutoring (2017)
Role: Principal Investigator
Conducted a quasi-experimental evaluation of a targeted tutoring program for grades 3–5 in nine elementary schools. Applied propensity score stratification and regression models to isolate program effects, finding statistically significant gains in math growth for FRL-eligible students and English Language Learners. Findings informed expansion and fiscal planning for tutoring programs.
Annual Evaluation of Charter & Alternative Schools (2014–2022)
Role: Lead Analyst
Produced annual descriptive and inferential studies of CMAS outcomes for all charter and alternative schools in the district. Applied fixed-effects regression models to estimate school impact on student outcomes, providing evidence for charter renewal decisions and strategic planning for alternative schools serving high-risk youth.
Districtwide Educator Climate & Culture Survey (2014–2018)
Role: Lead Analyst
Directed five years of mixed-methods analysis of a districtwide educator climate survey, combining quantitative analysis of Likert-scale items with NVivo-coded analysis of 10,000+ open-text comments annually. Reports informed district policy on teacher retention, principal coaching, and communication strategies.
Federal Research Program Oversight – Regional Educational Laboratories (2018–2024)
Provided program management and oversight for two $25M REL contracts across 14 states and two U.S. territories. Responsibilities included full budget and project approval, compliance monitoring, methodological review, and ensuring alignment with federal priorities in education research and technical assistance.
